Taxonomy without phylogeny is like bone without flesh is a statement by Takhtajan. It provides the importance of phylogeny in the process of taxonomy. It compares this importance to the importance of flesh for the bones. Just like bones are nothing without flesh, taxonomy (naming and classifying of organisms) is incomplete without phylogeny, i.e. study of evolutionary history of species.
