Answer. Shylock feels deeply pained by the inequality. He says when a Jew offends a Christian,the Christian's kind and gentle reaction is revenge. So, if a Christian offends a Jew, the punishment that the Jew will come up with,if he follows this example of the Christian,is revenge.
