The Charter Act of 1813 set aside a sum of not less than one lakh rupees for the purpose of education in India but there was a controversy on the content and medium of education between two groups, they are:

1. Anglicists- This group, led by Lord Macaulay, felt that Western education in India should be taught using English as the medium of instruction.

2. Orientalists- People such as H T Princep advocated the study of trading Indian learning and Western science using vernacular languages such as Sanskrit, Arabic and Persian, these people were orientalists.
