A city or town start with a human settlement and it starts from Neolithic age. During this age, early human beings domesticate animals like dogs, goats & Cattles. As the agriculture started they have to settle in the same place to enable them to look after their crops. So it is believe that, settlement starts during this age.  

They choose places where the water is easily available, Water is a necessity for survival. Rivers carry fresh water good for drinking, watering livestock and irrigating crops, unlike oceans or seas. Easy and cheap transportation of heavy goods in boats also a factor. That is why almost all civilisation is along river valleys.  

During this stage it was limited to a small area. But the finding of wheel make them to move farther & faster. The fertile land and concentrated population might attract others to the rich environment and lead to formation of society which lead to creation of first town
