Because the moisture comes from thewindward side and because the rainfallis caused by the air moving up the sideof the mountains. When the air reaches the leeward side of themountains, it has less moisture in it and it is going back downhill, which prevents rainfall from forming.

As wind hits a range of mountains, it is forced up, when air and moisture move up, they lose pressure and cool, forming clouds. If enough clouds form with enough moisture, rain begins to form as they are weighed down by the moisture.
