Answer:

The State Legislative Council (Vidhan Parishad in Hindi) is the upper house in those states of India that have a bicameral legislature; the lower house being the State Legislative Assembly. Its establishment is defined in Article 169 of the Constitution of India.

As of 2019, 7 out of 29 states have a State Legislative Council.[1] A Member of the Legislative Council (MLC) is elected by local bodies, state legislative assembly, governor, graduates and teachers, for a term of 6 years. One third of the members are retired in every two years.
