It depends on use of otherwise, If it connects two sentences then it is a conjunction... So I think that otherwise is a conjunction.

A conjunction is a word connecting two sentences.

1. She scored one mark less otherwise, she must have been the topper.

2. Otherwise, you shouldn't have done that.

In the first case we notice the 2 sentences are being joined thus it is a conjunction (first case only). So it depends according to the position and usage of a word to determine whether it is a conjunction.
