Rajya sabha has some discretionary powers but lok sabha is more powerful because of some reasons
The total number of members in Lok sabha is more than in rajya sabha so Lok sabha gets an edge over rajya sabha in decision making.
Lok sabha can paas no confidence motion which can completely dissolve the government of a country and there is no suh power with the rajyasabha.
Also financial bill can only be introduced in the loksabha and rajya sabha can not hold it for more than 14 days.
