First of all you may know that your question has two faces , One that is in favor of the statement and the other which is contradicting it. I will answer both the faces.

1) if we go in the favor of the statement that government is alerting posters or banners to promote awareness about the disease. Do you know many people in the country which do not know amenities and policies of government so pasting banners and posters the real help to them.

2) if I go on contradicting the statement I will see that the posters and banners for the disease create some kind of sadness or fear in the minds of people.
They then start living in fear. To tackle this situation government has to make these norms silently and calmly
