SOLUTION :-

The total number of voters = 30,000

So,Let The percentage of voters is 100%
Now,
Out of this 100%
Only 65% of the voters used their voting power. Means that they voted.

So,
The percentage of the voters who didn't vote will be :-

100 - 65 = 35\%

So,

35% of 30,000 voters didn't vote.
So,
The number of voters who didn't vote will be as follows :-

 \frac{35}{100} \times 30000 \\ \\ = 35 \times 300 \\ \\ = 10, 500
So,

10,500 voters didn't vote.
