So,

35% of 30,000 voters didn't vote.
So,
The number of voters who didn't vote will be as follows :-

$\frac{35}{100} \times 30000 \\ \\ = 35 \times 300 \\ \\ = 10, 500$
So,

10,500 voters didn't vote.
