Anyway i have seen a question like this in which the value of potential difference 220 V .So I'm taking potential difference as 220 V.

Therefore V=220V

P(power of lamp 1)=60W

P'(power of lamp 2)=40W

R(resistance of lamp 1)=V²/P

R=2420/3 ohm

R=806.667 ohm

R'(resistance of lamp 2)=V²/P'

R=1210 ohm

Therefore the lamp 2 has higher resistance.

If you have a different potential difference, put the value of it in place of 220 V and you will get your answer.
