Out of 60w and 40w lamps which one has higher electrical resistances

Power,P = VI = V(V/R) =V²/R

Resistance, R = V²/P

For 60W lamp at 220V, R=220²/60=806.66Ω (lower)

For 40W lamp at 220V, R=220²/40=1210Ω (higher)
