To undergo hydrolysis by aq.KOH the bond between carbon and Chlorine must be easily breakable.
Here, due to resonance, there exists a partial double bond character between carbon and Chlorine in C6H5Cl but not in C6H5CH2Cl.
Hence, C6H5CH2Cl will undergo hydrolysis easily.
