C6H5CH(Cl)C6H5 gives secondary carbocation while C6H5CH2Cl gives primary carbocation.

Secondary carbocation is more stable than primary carbocation as positive charge delocalise on 2 benzene ring in secondary carbocation as compared to delocalise at 1 benzene ring in primary carbocation.

So, C6H5CH(Cl)C6H5 is more easily hydrolysed, as compared to C6H5CH2Cl, by aq KOH.
