Wet hair is heavier because it also carries the weight of water

Water molecule is lighter than nitrogen and oxygen molecule.In dry air,most of the particles are nitrogen molecule,oxygen molecule and dust.But in case of moist air,most of the moist air consist of water vapours instead of nitrogen and oxygen molecule.Since water has less mass as stated above moist air has less weight than dry air.
