SOLUTION:

The higher resistance among two bulbs

Power = VI, where V = voltage and I = current  

By ohms law, V = IR where R is the resistance  

$P=V I=\frac{V^{2}  }{R}$

Since, $I=\frac{V}{R}$

From the above equation, we can state that resistance state is inversely proportional to power. Lower the resistance higher the power.

Hence 25w has the highest resistance.
