Atoms form Ions by exchanging valency electrons.Chemical properties of atom also depend upon valency electrons.They need the valency shell with full of electrons to get stabity or otherwise they form bonds.
For example :- sodium has 1 electron in its valency shell.It wants to lose that electron to get stability.Chlorine has 7 electrons in its outer most shell.Chlorine wants one electron to complete its octet.So, Sodium donates last electron to chlorine and forms ions which are cation and anion.
