K (potassium) is an alkali metal so it has +1 oxidation number in pretty much all its compounds. O (oxygen) typically has -2 oxidation number (but see below). The overall compound is neutral. Therefore we have 3 * (+1) + x + 8 * (-2) = 0, and some algebra gives us x = oxidation number of Cr = +13.
