The most common oxidation states of manganese are +2, +3, +4, +6, and +7, though all oxidation states from −3 to +7 have been observed. Mn2+ often competes with Mg2+ in biological systems.

Here, the ion has an overall (1-) charge, which means that the oxidation numbers of all the atoms that make up the permanganate ion must add up to give −1 . This means that you have - do not forget that you have four oxygen atoms in the permanganate ion! In the permanganate anion, manganese has a (+7) oxidation state. 

First, since the KMnO4 doesn't have an overall charge (like NO3- or H3O+) wecould say that the total of theoxidation numbers for KMnO4 will be zero since it is a neutral compound. We write the oxidation number (O.N.) for elements that we know and use these to figure out oxidation numberfor Mn.
