Oxygen is supporter of combustion then why water is used as fire extinguisher

Water does not catch fire as it can't burn anymore.burning in the atmosphere is a reaction with oxygen and in water hydrogen and oxygen have already burned.U can't burn twice.The reason water extinguishes flames because it is exceptionally good at absorbing heat.
