Because oxygen is second most electronegative element.Oxygen shows negative oxidation state in most compounds as it has tendency to accept electron from other less electronegative atom.
Sulfur has 3d orbitals available; Oxygen does not. The 3d orbitals in sulfur allow for more unpaired electrons to be established in the excited state.
