Ozone is a gas. It is property is to diffuse in space. However even gas molecules have mass. They are also attracted to each other and also to the Earth. The gas molecules are attracted to molecules of other gases nearby.
The diffusion also depends on the density of the other gases or particles in air or atmosphere. Since Ozone layer is lighter than the other gases/particles below it, it is remains above.
Also the Ozone layer is bound by the Earth's gravitational forces. So Ozone layer remains there, without diffusing into free space between planets.
