P is the midpoint of RS

By midpoint theorem,

a = x1 + x2/ 2

= 3 + 7 /2

a = 5

-3 = y1 + y2/2

= b + -2/ 2

-3 × 2 = b + -2

b + -2 = -6

b = -6 + 2

b = -4
