There are multiple reason. To state few they can be-

1) Large fertile plains - UP is well irrigated by mighty rivers like Gangaji, Yamuna, Ghaghra, Gomti etc. They carry a large amount of silt from mountain which get deposited to plains of UP making it very fertile where anything can grow. This is one single most important fact that has attracted settlers as well as invaders to UP from long time.

2) Plain topography- Plains of UP as name suggest are plain and they follow the same pattern in all over UP except some part of Jhansi. Before the advent of modern way of construction and road building techniques which has long determined pattern of settling of people. This a reason you find so less settlement is western ghats.

3) Co-existence of Religion- Now many people can argue on this and ask how is this responsible for population density. I know UP has been subjected to one of major issue of contentment between two sects as centre of Babri Masjid demolition, but if you look carefully at history, you will realize that it was not subjected to any major ethnic cleaning or riots like Punjab or Bengal went through or for that matter issue of Kahmiri Pandits. Cities like Lucknow are living example where Hindu and Muslim live peacefully with full cooperation. This can be wonder to some city of other part of India.

4) Less education and propagation of family control method techniques- Well this is nothing to be proud of, but yes a large uneducated population has took a long time to realize the benefits of small family and well planned one. Political leaders too didn't make much efforts to educate everyone in fear of losing their vote banks.
