it is because ethanol has great affinity with water due presence of OH group as a functional group while butane lacks any OH group.

Explanation:

The presence of OH group in ethanol ensures hydrogen bonding with water.In this kind of bonding the OH group will attach with H atoms present in water.and it is quite difficult to break these bonds during boiling.
