It is not the rubbing which transfers charge, but the intense contact.

Different materials have different affinity for electrons. If the 2 are in close contact some go over. Because of the close contact, the energy in the created electric field does not matter much. When the contact is broken it does and the eletrons would go back to where they belong, but it is too late. The gap is too wide.
