No Pakistan was not a democracy under President Musharraf because:
1. he overthrew a democratically elected government and declared himself the chief executive of the country. He was not elected by the people.
2. The referendum he held was allegedly based on malpractices and fraud.
3. Their were elected representatives in his government but they did not have the power to make final decisions.
