The system/institution of Panchayati Raj is centred on the principles of ‘democratic decentralisation’, peoples’ initiatives and participation that was initiated in India in the early 60s .
EXPLANATION:
Democratic decentralisation is related to concepts of democracy, partaking in decision-making, liberty and equality from upper authority. Decentralisation augments the democratic voice. In India, the Panchayati Raj refers to the structure of local self-govt. within India presented by aamendment in the Constitution in the year 1992. Since then, the Panchayati Raj functions as a system of governance wherein Gram Panchayats are the rudimentary units of local management.
The system has 3-levels: Gram Panchayat (at the village level), Zila Parishad (at the district level), and Mandal Parishad/ or Block/Panchayat Samiti (at block level). In this, the decentralised form of the govt. is where each village is accountable for its affairs. The Panchayat leader is called the Mukhiya/Sarpanch.
