The Constitution, in Article 243Q, provides for the rules regarding the constitution of municipalities. According to it, three types of municipalities are to be created: Nagar Panchayats, for transitioning areas (areas turning from rural to urban) Municipal Councils, for smaller urban areas.

Difference between panchayat raj and municipal corporation is that panchayati raj system is a process wherein people participate in their own government which happens at the village level whereas municipal corporation is an urban local government that works for the development of a city.
