The solubility of any substance in water depends on the force of attraction of that substance towards water molecules if a substance is ionic in that case the water due to its lone pair attracts positive sand of ion and the hydrogens will attact the negative end on the ion and the ionic substance get dissolved but it also depends on the force of attraction between the ions themselves if the force of attraction is higher in ionic substance it may not get dissolved as easily.
