it means 16 is the ratio of his weight in (kgs/lbs) and the square of his height in (meter/inches).

Example :

If the height of a person is 151 cm = 1.51 m

and the weight is = 60 kg

The BMI = 60 ÷ $1.51^{2}$  

              = 26.3146353

              ≈ 26.31
