paper absorbs water faster than oil because water has more intercellular spaces (to have spaces between molecules ) when compared with oil.

paper is made of cellulose, which water molecules like to cling to. As a result, paper readily absorbs water Papers are especially absorbent because their cellulose fibers have empty spaces tiny air bubbles between them and watet has more intercellular space than oil
so paper absorbs water than oil
