Paper catches fire easily whereas a paper piece wrapped around an aluminium foil does not. why?

The temperature at which any thing starts to burn is called ignition point of that thing.
Ignition point of paper is very low so that it catches fire easily but after wrapping around an aluminium foil it does not catches fire because
after wrapping around aluminium foil it's ignition point get higher and it does not catches fire easily.
One more example is that a balloon filled with air brust easily in fire but after filling water in balloon its ignition point increases and it does not brust spontaneously .
