since in both ortho & para nitrophenol have equal -R & -I effect but in ortho nitrophenol the -NO2 group more closer to -OH group than para nitrophenol .so due to intramolecular hydrogen bonding between -OH &-NO2 in orthonitrophenol . H+ ion doesn't leave easily from ortho .so paranitrophenol stronger acid than orthonitrophenol.
