• A sudden, calamitous event which seriously disturbs the functioning of a “community or society” and creates losses to humans, materials and the environment that exceed the capacity of the “community or society” to use its own funds called disaster management.

• Hazards in low vulnerability regions do not lead to a catastrophe. The enormous harm caused by the catastrophe depends on the geographical place.
