Summer is here. So is the panic over drinking water supply in the city. Madurai Corporation was quick to announce once-in-four-days water supply that conveys the grave water position in the Vaigai dam.

The reservoir has just 35.63 feet of water, which is not even half of the total water level. “With the present arrangement — of reduced frequency of water supply — we can ensure water supply till June,” Mayor V.V. Rajan Chellappa said. By June first week the monsoon will set in Kerala and bring copious Periyar waters to replenish Vaigai dam.

With this in mind, the Corporation, which was drawing 60 cusecs of water every day, is drawing only 40 cusecs. “Despite having increased the water level to 142 feet in Periyar dam, we could not store adequate water in the Vaigai as farmers wanted it for irrigation,” he said.

However, the Mayor said that the teething trouble in once-in-four-days supply of water wherein the tail-end areas in Jaihindpuram and other few wards were set right now.

Borewells in disuse

Meanwhile, other sources of water such as tanks have dried up. Official sources said that lack of maintenance has rendered useless a majority of the 500 borewells sunk by the Corporation using the special drought relief fund of the State government during last summer.

“Either the place selected for sinking the borewells did not have adequate yield or the plan of sinking borewells in close quarters did not work well. Over and above, they were never maintained,” the officer said.

Many have been vandalised and in some areas the electric wires have been stolen.

However, the Mayor refuted the charges. “Yes, they were not maintained. But, it will take just a couple of days for us to bring them back to life,” he said. The Corporation had spent around Rs. 10 crore for the borewells last year.

Meanwhile, the Mayor said that the Corporation was ready with a plan to operate additional tankers to supply water to areas not adequately served, if need be. “I don’t think we will face such a situation this year,” he hoped.

Better times for added areas

However, amid all these depressing developments, the Corporation has something to cheer about as a saving grace. The trial run of Cauvery Combined Drinking Water Scheme that will benefit all the added local bodies to the Corporation, except Tirupparankundram and Anaiyur municipalities, has started.

Deputy Mayor K. Thiraviam foresees no problem on the water front for his ward in Vilangudi. A former chairperson of Vilangudi town panchayat, he said that though there was a teething problem during the test run, Vilangudi would get sufficient water on implementation of the scheme.

“The added areas will be in a better position than the old city,” quipped the Mayor. Out of the pumping capacity of 64 million litres of water a day (MLD), the newly added areas are likely to get around 20 MLD.

The water scarcity has once again reminded the city residents of the Corporation’s long-pending plan of converting huge irrigation tanks in the city and its peripheries into summer storage facilities.

The talk of creating such a facility in Vandiyur, Sellur and Madakulam tanks has been going on for the last 15 years but nothing worthwhile has happened.

“Deepen tanks”

“Having lost their ayacuts, these tanks could be useful for storing additional water by deepening them. A ‘tank within a tank’ will serve the city in a better way,” opined former Public Works Department Executive Engineer S. Suthanthira Amalraj.

Likewise, the tanks in the northern side of the city — Naganakulam, Siruthur big tank, Kannanendal, Kosakulam Pudur, Parasurampatti — could be spruced up. “I wonder what happened to the Corporation’s special scheme of tank restoration under the Jawaharlal Nehru National Urban Renewal Mission,” he said.

Getting NoC

While the Mayor said that getting no-objection certificate (NoC) for working in the PWD tanks was a difficult task, Mr. Amalraj wanted the local body to have the political will to take the in
