Parliamentary System of government developed in France. In 1188, King of Leon (Spain), Alfonso IX summoned three states which came to know as Cortes of Leon. During the Dutch Revolt in 1581, Belgium and Netherlands also formed the parliamentary government.

The power was taken away from King Phillip II of Spain. However, the parliamentary government modern concept emerged in 1707-1800 in the Kingdom of Great Britain and during the Age of Liberty in Sweden as well.
