As of now, there were total 5 parts inserted in Indian Constitution, which are:

01. Part IVA : Fundamental Duties (Art. 51A)

02. Part IX : The Panchayats (Art. 243 to 243O)

03. Part IXA : The Muncipalities (Art. 243P to 243ZG)

04. Part IXB : Co-operative Societies (Art. 243H to 243ZT)

05. Part XIVA : Tribunals (Art. 323A to 323B)

Now, for answering your second question let us first go to the original Constitution.

In original Constitution, Indian states were classified as A, B, C and D.

Which state is which was defined in First Schedule.

Provisions for each classified state (A, B, C or D) were given in the Constitution as follows:

01. Provisions for Part A states in First Schedule : Part VI of Constitution.

02. Provisions for Part B states in First Schedule : Part VII of Constitution.

03. Provisions for Part C states in First Schedule : Part VIII of Constitution.

04. Provisions for Part D states in First Schedule : Part IX of Constitution.

So in original Constitution (as adopted), Part IX was as follows:

So basically this part dealt with the Part D states of First Schedule and there were only one article (Art. 243 with two clauses) inside this part as shown above.

Later in 1956, when 7th constitutional amendment was done, among other things, it amended following:

01. Article 1 was amended.

02. First Schedule was completely revised (Classification A, B, C and D are done away with)

03. Part VII and Part IX were repealed.

04. Part VI and Part VIII were amended accordingly (amended and not repealed).

So, after 7th constitutional amendment, there were no Part IX and Art. 243 (neither Part VII and Art. 238)

Later in 1992, when 73rd constitutional amendment was done, it again inserted Part IX (with completely new Art. 243) in the Constitution:

So Articles in this new Part IX came to as Art. 243, 243(A), 243(B)……….

That’s why Part IX have no suffix (neither Art. 243).

Going further, Among some other omitted articles (not going in details), we still do not have Part VII and Art. 238 as of now.

The current Constitution has Total 25 Parts(Original 22 - 2 repealed + 5 added).

I hope I have clarified your concern.
