it is because due less density of water. there are more molecular space between the molecules in water whereas mustard oil has more density than water so it has less molecular space than molecules of water

reason : generally liquid has free molecules than in solids. but in mustard oil is some what densed there the molecules are not that much of free as in liquid such as water . when the sugar particles were dropped in water the molecules of sugar will be bissolved and they will be filled up in the the gaps which the water molecules contain . but if we drop sugar particles in mustard oil the sugars can't be dissolved and if dissolved it can't dissolve completely because the molecules of sugar can't get enough space
