In India ruling party have power to make laws .the party which have the majority in the Lok Sabha can make laws and it will pass by the members of Lok Sabha then it goes to rajya Sabha and after that the signature of president it makes a law.
if there is no parties then who can make how the government ran. parties play an important role to run the democracy and making the laws.
