Political autonomy is basically the non Russian nationality were given the rights to voting... this was done as at that time people were confused what Bolshevik stood for(due to massacre in Khiva).. this was only partly successful as nomadism ( not staying in one place and leading a nomadic life) was sternly discourages( as Russia was then socialist and everyone had to have equal opportunities)
