this is called inertia of motion. anyway do u know newtons first law of motion?
passengers are throwing forward by following this first law of motion of newton

When the bus applies sudden brakes the passengers body tends to move forward, this is because of inertia. when the bus moves on passengers body also moves as respect to the bus. But when the brakes are applied passenger lower body continues to stop as according to bus , but the upper body continues in motion, and it seems that passenger are moving forward.
