When a passenger is sitting or standing in a moving bus, both the bus and the passenger are in a state of uniform motion.
When the bus stops suddenly, the lower part of the passenger's body comes to rest along with the bus.
The upper part of his body tends to remain in a state of motion due to its inertia of motion.
As a result, the passenger tends to lean forward.

A passenger sitting in a moving bus is in motion. When the bus suddenly stops, the lower part of our body is brought to rest along with the bus whereas upper part continues to be in motion due to inertia of motion and hence falls forward.
