This reaction is a neutralization reaction.

In a neutralization reaction if you balance the water the rest of the equation will balance.

Pb(OH)2+HCl→H2O+PbCl2

from the base will combine with the hydrogen

from the acid to form water. Since you have 2 hydroxides you will need 2 hydrogen to form 2 water.

Pb(OH)2+2HCl→2H2O+PbCl2

Once the water balances the rest of the equation will be balanced.
