it is due to innert pair effect.
Pb being unstable in +4 oxidation state acts as oxidising agent to attain its stable +2 oxidation state(OS).

same is with Sn.it being unstable in +2 OS acts as reducing agent to attain its stable +4 OS.

Pb4+ is less stable than Pb2+ due to inert pair effect. So, Pb4+ compounds are very good oxidising agents
