yes. PDS means public distribution system. In this system:
1 If the prices of essential items are very high, the government buys them from the farmers at high rate and sells to the people through the ration shops at a fair price than the market price.
2 According to the public distribution system there are 4 types of cards issued to the people they are:
Annapurna- to the poorest of the poor
Antyodaya- to the poor
BPL- better than the antyodaya holders but still can be considered as poor
APL- for the remaining members.

pds is public distribution system it was introduced by the government of India to help the poor people in getting food materials at a subsidised rate. this was helpful in some cases but also not helpful in other cases like rich would use bad means to get the ration cards so that they could also use this to fulfil their needs and this would not let the poor get any benefits.corpution is there in this systems.
