Peace is costly in the sense that in order to maintain one really has to work very hard; one has to be proactive and go out of comfort zone to maintain it. for example if a country has to maintain peace within itself, it requires an efficient administration, a competent police force and security agencies, world class equipment for the police and security agencies. In order to have all these the Government has to spend lot of money. However, if the administration, police force and security agencies are functional, they can control any violent agitation and maintain peace.
Similarly if a country has to maintain peace with neighboring countries, it must have warm relations with them; in case of a hostile neighboring country, the country must have a strong, competent, and professional defense force with advanced weapons and defense weapons. This also requires lots of expenditure.
This is how peace is costly but it is worth expense.
