Yes, this statement holds true in terms of French revolution. The writers played a major role in mobilising the public. Writers shaped the minds of people. John Locke with his book Two treatises of government proposed the idea of opposition of monarchy and put forward an idea of government. Rousseau with his social contact book proposed the working of public and government together. Another writer Montesquieu with his book The spirit of laws proposed the idea of different organs of government. With the ideas of these books people really knew the need of government and finally they revolted.
