People believed that water is an element until about 1800. Suggest why people used to believe like that?

Element is regarded as the thing which cannot be broken down and in earlier times people believed that water is everywhere and cannot be disintegrated into smaller elements. People were unaware about the basic elements which constituted hydrogen and oxygen.
