yes ,I agree with the statement that people have conflicting goals of development.

since all the people have different goals of development so there development goals may be conflicting.

For example: in the case of constructing a dam industrialists want the dam to be constructed because it provide them sufficient water and electricity but the native people may disapprove of constructing the dam because it will destroy their villages.

and so it will result in conflicting development goals .
